The Append option incorporates data into a new file, which merges the
information to your current project. The Link option creates a relative
connection to the original project file saved. It means the data won't stay
at your current project, but in the external Blender file, from where you
pulled the asset.
If you want to make changes to the asset, like a material or 3D model,
you should pick the Append option. For the cases where you don't need
to make changes, use the Link option.
For instance, if you want to get a WorkSpace from another Blender file
saved in your hard drive, go to the File → Append menu and locate the
file. Once you click at the filename, you will see a list of folders (Figure
1.11).
